    The Sitka city clerk has rejected a second application to gather signatures for putting an initiative on the 2024 ballot to limit the number of cruise ship visitors to the Southeast community.     The body of Otto Florschutz, 65, was recovered from the landslide area at 11-Mile Zimovia Highway shortly before 4:30 p.m. Thursday, Nov. 30, 10 days after he was declared missing in the slide.
